Privacy policy: reachable from every page
The check establishes whether a privacy policy is linked from the page being checked. What's checked is whether the link is reachable — no machine judges whether the text is complete in substance.
- The link belongs in the footer, because it's then present on every page. A privacy policy only reachable via the homepage misses its purpose on every entry through a subpage — and that's the normal case when arriving via search engines.
- What the check does NOT do: judge whether the policy names every actual processing activity. That's a substantive and legal question. The report provides the technical basis for it — namely, the list of third parties actually embedded.
- Experience shows this list is the most useful part: the policy often names tools that no longer exist, and stays silent about ones embedded since.
